In terms of magical brilliance and personal traits, it was Hermione who was the closest to the main hero Harry Potter, and therefore was the most suited to have him as her spouse.

One could argue that the 4th book really laid the foundations, and even then you could tell that Ron, and not Harry, was interested in Hermione.

And unwittingly dictating their actions is not the same as being a dictator.
